Court records show that Mohamed Bailor Jalloh, a former Army National Guardsman, twice asked whether a class at Old Dominion University was an ROTC event before shooting the instructor and two cadets. Jalloh, who had previously served eight years in federal prison for attempting to support ISIS, was subdued and fatally stabbed by ROTC students during the March 12 attack in Constant Hall.
